We deliver a wide range of services and activities for the benefit of our residents and communities. Below is the Council and Dragonfly Developments Ltd structure showing the senior officers responsible for each area.

• Chief Executive - Karen Hanson (Head of Paid Service, returning officer and elections, emergency planning local resilience forum strategic lead, Dragonfly Group sponsor and client management lead) 

• Strategic Director of Services - Steve Brunt (Emergency planning tactical lead, corporate health and safety)
  • Assistant Director of Street Scene - (Drainage and engineering, fleet management, grounds maintenance, street cleansing, waste and recycling).
  • Assistant Director of Environmental Health - Ken Eastwood (Commercial (food and H&S), environmental enforcement, environmental protection, licencing, private sector housing).
  • Assistant Director of Housing Management and Enforcement - Victoria Dawson (Central control, careline, community safety and anti-social behaviour, homelessness, housing needs, housing strategy (part of), rent and rent recovery, tenancy management).
  • Assistant Director of Planning and Planning Policy - Sarah Kay (Development management, enforcement, housing strategy (part of), land charges, local plan and planning policy).
  • Assistant Director Leisure, Health & Wellbeing - Wayne Carter (Arts, extreme wheels, health and wellbeing, leisure services and cafe).

• Service Director Executive, Corporate Services and Partnerships - Pam Brown (Safeguarding lead, corporate transformation lead, climate change lead). The services Pam oversees include executive and SLT support, partnerships team, customer services, human resources and payroll, communications, marketing and design, safeguarding.
• Service Director Finance and Section 151 Officer - Theresa Fletcher (Statutory Officer, Dragonfly Development Ltd financial lead). The services Theresa oversees include finance and accountancy, audit, revenues and benefits and ICT.
• Service Director Governance, Legal Services and Monitoring Officer - Jim Fieldsend (Statutory Officer, Dragonfly Development Ltd legal lead). The services Jim oversees include legal, procurement, governance, scrutiny and performance and improvement.

 We have set up our own wholly owned company called Dragonfly Development Ltd and below is the senior management structure for this company.

Our Pay Policy for Chief Officers which covers appointments, remuneration and terms and conditions of appointment are set at Full Council before they come into force and are prepared annually. It relates to the period from 1 April 2023 to 31 March 2024 and may be amended by Council during this time.
