Job Retention Guidance Update - The government have updated their Coronavirus Job Retention Scheme guidance, with specific reference to National Insurance and pension contributions for furloughed workers.

Business and Retail Restrictions - New regulations have come into force restricting non-essential businesses from opening to help tackle coronavirus and additional guidance for food businesses too.

Go! Active - To help you stay active and keep fit whilst at home we have added four classes to our Bolsover TV station for you to take part in at home.

Financial Support for Residents and Businesses during Covid 19 - We recognise that in these unprecedented times our residents and businesses will need support. We have therefore introduced measures on Council Tax Support and Business Rates to try and ease some of the pressures you may be experiencing during this time.  

Employment Opportunities/Redundancies - Any employers in Derbyshire and Nottinghamshire making redundancies or offering employment opportunities are being asked to co-ordinate this through Futures For You

Business Support Website - Following questions and issues raised by businesses a new FAQ section has been added to the government website about what business support is available.

Community Support Team - We are spearheading a major push to help provide advice and support to people affected by the Covid-19 virus and have set up a Community Support Team. For people who are currently self-isolating or in need of assistance we are asking you to register with our Support Team so we can direct resources to those in need across Bolsover District. Green Bin Suspension - From w/c 30 March 2020 green bin collections will be suspended. This is to allow us to prioritise more resource on emptying our black bins and mitigate the increasing risk of Coronavirus impact on our staff. You are advised to put food waste in your black bins during this temporary suspension period. We also ask that you present your black and burgundy bins for collection by no later than 6am on collection day as timings of collections are likely to change (i.e. when the vehicle normally arrives on streets) given we have placed extra resource in our black bin rounds.

Hackney Carriage and Private Hire Vehicle Testing - On 25 March the Government announced that MOT testing for cars, vans and motorcycles will be suspended from 30 March due to the Covid 19 outbreak and all vehicles requiring an MOT on or after that date will receive a six month extension to their MOT. As a result, and to reduce the risk of the spread of Covid 19 we will cease to undertake Hackney Carriage and Private Hire Vehicle compliance inspections from 26 March 2020 until further notice. At the present time, as part of our Covid 19 restrictions, the Licensing Authority will only accept applications for vehicle licences on-line. Each application must be accompanied by the V5 registration document or proof of purchase, the application fee and a current valid insurance document for the vehicle. Applications will be checked to ensure they have a current MOT certificate. All vehicles will be required to complete a full Certificate of Compliance inspection at their next inspection in six months’ time. We would remind all vehicle proprietors that it will be a condition of your vehicle licence that the vehicle is maintained in a roadworthy condition and this is paramount to ensure continued public safety during these difficult times.

Small Business Grant Funding - We are currently setting up our systems for paying out the Small Business Grant FundingThis will provide a one-off grant of £10,000 to eligible businesses to help meet their ongoing business costs; the grant will be paid out to all eligible businesses automatically. There is no need for any business to apply if they are eligible as we will be making the payments as soon as possible.

Taxis and Private Hire Vehicles - Taxis and private hire vehicles can continue to work. But the advice is absolutely clear - people should stay at home if possible. That is the way to save lives and protect our NHS. The public should avoid travel unless absolutely essential. The only reasons to leave our houses are set out in the government guidance. Clearly if absolutely necessary to travel by taxi or private hire vehicle, best efforts should be used to follow the guidance as far as is practically possible, including washing your hands as soon as you get home.

Waste and recycling collections – Waste and recycling collections will continue as normal. However, we will regularly assess the situation depending upon staffing levels.

Grass cutting - Non-essential grass cutting will not take place. Sight-lines required for safe highways will continue to be cut. We will monitor this service as required to keep people safe. This will be kept under review.

Fly tipping - We will continue to remove waste where it is excessive or hazardous.

Clinical Waste Collection - This will continue to be collected from households receiving medical health care in their home.

Street Cleansing (Litter\Animal Bins) - The emptying of dog waste bins and street litter waste bins will continue according to demand. The service will be flexible depending on how full the bins are.

Transport - Hackney carriages and taxis will continue to be tested to meet our licensing arrangements to maintain public safety.

Burials and interments – These are continuing as planned.

Emergencies - For example, fallen trees will be attended to on a case-by-case basis.

Business Grants - The Derbyshire Emergency Relief Fund is now in place and an initial £1million has been allocated to support the County’s smallest businesses. Businesses with nine or fewer employees and sole traders will now be able to apply online for up to £500 in emergency support to help to cover the initial hardships that companies might have as a result of the pandemic.

Housing Repairs - Our housing repairs are only carrying out emergency work and gas commissions. all other work including gas servicing, internal/external works, voids, welfare works and capital works have been suspended until further notice.

Making a complaint - Because we are implementing our COVID-19 contingency actions, we may be unable to provide responses to your complaints within our corporate timescales. We are committed to ensuring this service continues to be delivered. This is only a temporary measure and staff have been relocated to home based working to provide this service where possible.  Waste and Recycling collections - Our waste and recycling teams are continuing as normal at present. This will be kept under constant review depending upon staffing levels.

Personal Searches - All personal search appointments have been cancelled and we will not be making any future appointments until staff and visitors are able to return to the offices in Clowne. As an alternative we are able to email the usual print out of the Register that personal search companies receive upon arrival at their appointments. 

CON29 and LLC1 - We have been notified by Derbyshire County Council that they will be unable to provide the CON29 highway information during this period. As a result we will be unable to return search results until such time as the County Council staff return to work. For the LLC1 replies we do not have access to all of the records that we check the register against due to staff working from home. We are therefore unable to provide full guaranteed search results. Rents - We will not be sending out rent statements at year end this financial year. Should you have an urgent need for a statement or if you have any queries regarding your rent account please contact the Rents Department on 01246 593065.

Planning Services - We have reviewed the planning service that we can offer and we would ask everyone to consider the following before making any planning submissions:

  1. Our staff will be working from home where possible and so any paper planning applications or other correspondence submitted to us is likely to be subject to significant delays. To help us maintain the service during this time please ensure all planning applications are submitted electronically via the Planning Portal and requests for pre-planning application advice and any other enquiries should only be submitted electronically via This email address is being protected from spambots.   2. All planning decision notices will only be issued electronically.
  3. We will make every attempt to keep as many planning services as possible operating but cannot be certain of the staff and resources we will have available. We will not be able to see customers who call into the reception.
  4. The planning committees in April and May have been cancelled.

 

Premises across Bolsover District - As a result of a number of complaints from members of the public about premises remaining open, we will take a zero tolerance approach to any bars, pubs, restaurants, nightclubs, theatres, cinemas, gyms, museums, spas, massage parlours, bingo, concert halls, casinos, betting shops, indoor skating rinks, swimming pools and leisure centres flouting the requirement to close (other than for takeaways) and will not hesitate to prosecute if necessary. Anyone found guilty could face an unlimited fine on conviction.

 Go! Active Closure - We have taken the decision to close our Go! Active leisure facility to coincide with the school closures. The leisure facility will close from 9pm on Friday 20 March until further notice. Read more.

Business Rates Update - The Chancellor announced in last week’s Budget that the current 50% retail discount would be increased to 100% for 2020-21 and expanded to include all occupied retail, leisure and hospitality premises. Guidance is provided on the types of use that will be eligible for the discount. Broadly they are hereditaments that are being used for the following purposes:

  • as shops, restaurants, cafes, drinking establishments, cinemas and live music venues,
  • for assembly and leisure; or
  • as hotels, guest and boarding premises and self-catering accommodation.

Council Leader, Steve Fritchley has moved to reassure residents that we are doing everything we can to prevent the spread of the Coronavirus and ensure essential services remain operational.

Councillor Fritchley said, “The health and wellbeing of our residents and staff is our top priority. We will continue to monitor Public Health England advice and work closely with them and our other partners to monitor developments and communicate the latest guidance and advice to help prevent the virus from spreading.”

In an effort to mitigate the spread of the virus and protect the public and our staff, we are planning a shut-down of non-essential services for four working days during the Easter week.

The Easter period is traditionally a time when families are off together resulting in less of a demand for council services and the partial shut-down of services will help us restrict the spread of the virus and allow us to test our business continuity plans. These dates are subject to change depending upon the national picture and information from Public Health England.

Services such as waste and recycling collections, benefit claims and payments, essential housing repairs, central control, contact centre and mobile wardens will continue to operate as normal, but other services such as leisure, planning and economic development will be suspended.

Councillor Fritchley added, “The situation is fluid and is subject to change. But I want to reassure people not to panic, that we have a plan and are putting these plans into action by doing all we can to protect people. Essential services will continue so we can make sure the vulnerable are cared for and that critical frontline services are prioritised in the event that resources become stretched as a result of the Coronavirus.”

We have also taken the additional steps of:

  • cancelling all formal and non-essential meetings and events;
  • continuing to work with our partners and stakeholders to mitigate the risks and ensure our business continuity arrangements are fit for purpose;
  • sharing information about good hygiene practices  directly with all employees;
  • ensuring that our facilities are cleaned more frequently.

  • Benefit claims and payments – partially operational to ensure any payments are made on time and any new urgent claims are dealt with.

  • Business parks – fully operational

Leisure bookings

All leisure bookings will be cancelled during this period. Our leisure staff will contact all those with bookings and alternative dates will be offered.

Our Go! Active leisure facility will be closed from 9pm on Thursday 9 April to 6am on Monday 20 April. The Easter Sports Splash holiday Scheme has been cancelled. Outreach Sports Sessions

With immediate effect the follwoing outreach sports sessions have been cancelled:

  • Friday night Premier League Kicks sessions held at Castle Leisure Park from 5:30-6:30pm cancelled until further notice
  • Youth of Barlborough on Wednesdays 7 – 9pm, cancelled until further notice
  • Whitwell Youth Hub on Tuesdays 7 – 9pm, cancelled until further notice (venue closed)
  • Whitwell Pick n Mix 50+ Social Activity Hub on Tuesdays 10am – 12noon, cancelled until at least Tuesday 7 April.(venue closed)
  • Creswell family cycle rides - cancelled until further notice

Benefit claims and payments

All benefit claims and payments will continue as normal.

Our Senior Management Team are meeting every 2-3 days to discuss operational requirements and national guidance to ensure our essential services are still operational and our business continuity plans are put into practice.
